To work in restricted areas at the airport, you need a Transportation Security Clearance (TSC) to obtain a Restricted Area Identity Card (RAIC). Here’s a detailed breakdown of the process:

New Airport Employee Applying for a RAIC

A new airport employee requiring access to restricted areas must apply for a Transportation Security Clearance (TSC) to obtain a Restricted Area Identity Card (RAIC). The TSC involves a background security check conducted by Transport Canada. The RAIC includes biometric data such as iris images and fingerprints and allows the employee to work in restricted airport areas.

Existing RAIC Holder Renewing Their TSC and RAIC

Current RAIC holders must renew their TSC and RAIC before they expire. Both the TSC and RAIC are valid for five years. It is recommended to start the renewal process six months prior to the expiry date to ensure continuous access.

Returning RAIC Holder

If a RAIC holder has not worked at Toronto Pearson for over 12 months and needs to re-enter restricted areas, they must complete the Airport Security and Safety Awareness Training Program. Additionally, they will need to reapply for a new TSC and RAIC.

Existing RAIC Holder Transferring from Another Canadian Airport

RAIC holders transferring to Toronto Pearson from another Canadian airport must obtain a YYZ RAIC. This process includes completing the Airport Security and Safety Awareness Training Program and applying for a new TSC and RAIC.

The Airport Security and Safety Awareness Training Program educates airport employees about their security and safety roles and responsibilities. The training is conducted online and is divided into three modules: a Security Awareness national module, a Security Awareness YYZ site-specific module, and a Health and Safety Awareness module.

Initiate Transportation Security Clearance (TSC) Form

Step 1: Complete the Onboarding Process

Begin by completing the onboarding process with your employer. Your employer will initiate your TSC application through the Transportation Security Service (TSS) platform. Note that there is no separate user guide for applicants, as all instructions are provided within the platform.

Step 2: Monitor Your Application

Applicants can track their application status via the TSS platform. Upon completion, you will receive email updates from the TSS platform regarding the next steps. You will need to book an appointment with the Pass Office during regular business hours. All security items must be returned to the Pass Office upon request.

Step 3: Submit Your TSC Application

After booking your appointment, visit the Pass Permit Control Office to finalize your application process. You must bring the following original documents with you:

  • A hard copy of your completed RAIC application, authorized by your Company Signing Authority.
  • A completed Keycard Application form if you need keycard access to the Administration building.
  • Any necessary travel and out-of-country documentation, as specified on the Government of Canada’s website.
  • Original identification, as applicable.
